黑龙江公安警官职业学院（黑龙江省公安厅人民警察训练中心）是经黑龙江省人民政府批准、教育部备案的全日制普通高等职业院校，同时作为全省公安机关重要培训基地，承担相关培训任务。学院由黑龙江省公安厅主管，教育教学业务由黑龙江省教育厅指导。学院始建于1946年，其前身是黑龙江省政法干部学校和黑龙江省人民警察学校。1984年至1989年，举办痕迹检验和刑事侦查专业专科班。1998年至2003年，与黑龙江大学合作办学，成立黑龙江大学警官学院，培养专科层次的公安专门人才。2003年3月，经黑龙江省人民政府批准，成立黑龙江公安警官职业学院。2009年4月，经黑龙江省机构编制委员会批准，更名为黑龙江省公安厅人民警察训练中心。2010年4月，经黑龙江省机构编制委员批准，再次加挂黑龙江公安警官职业学院牌子。

Heilongjiang Public Security Police Vocational College (People's Police Training Center of Heilongjiang Provincial Public Security Department) is a full-time ordinary higher vocational college approved by the Heilongjiang Provincial People's Government and registered with the Ministry of Education. It also serves as an important training base for public security organs in the province, undertaking relevant training tasks. The college is under the supervision of the Heilongjiang Provincial Public Security Department, and its educational and teaching business is guided by the Heilongjiang Provincial Department of Education. Founded in 1946, the college's predecessors were Heilongjiang Provincial Political and Legal Cadre School and Heilongjiang Provincial People's Police School. From 1984 to 1989, it offered junior college classes in trace inspection and criminal investigation. From 1998 to 2003, it cooperated with Heilongjiang University to establish the Police College of Heilongjiang University, cultivating specialized public security talents at the junior college level. In March 2003, with the approval of the Heilongjiang Provincial People's Government, Heilongjiang Public Security Police Vocational College was established. In April 2009, with the approval of the Heilongjiang Provincial Institutional Establishment Committee, it was renamed the People's Police Training Center of Heilongjiang Provincial Public Security Department. In April 2010, with the approval of the Heilongjiang Provincial Institutional Establishment Committee, the牌子 of Heilongjiang Public Security Police Vocational College was re-added.

学院坐落在风景秀丽的松花江北岸哈尔滨利民开发区，占地面积48万平方米，建筑面积12万平方米，建有教学楼、行政楼、学生宿舍、图书馆、查缉战术训练馆、篮球馆、射击馆、标准田径场和各种球类场地，以及南湖绿色立体生态种植养殖基地等办公、教学和生活设施。校园环境优美，有着良好的育人环境和教学条件。学院现有教职工313人，其中专任教师159人，设侦查系、治安管理系、刑事技术系、警察战术训练系、法律系、交通管理系、公安信息化与网络安全系、政治理论教研部、警务心理教研部、基础教研部等10个教学系部，开设刑事侦查、治安管理、刑事科学技术、道路交通管理、警务指挥与战术、网络安全与执法等6个公安专业。

The college is located in the beautiful Harbin Limin Development Zone on the north bank of the Songhua River, covering an area of 480,000 square meters with a building area of 120,000 square meters. It has office, teaching and living facilities such as teaching buildings, administrative buildings, student dormitories, libraries, investigation tactics training halls, basketball halls, shooting ranges, standard track and field fields, various ball courts, and Nanhu Green Three-Dimensional Ecological Planting and Breeding Base. The campus has a beautiful environment and good educational environment and teaching conditions. The college currently has 313 faculty members, including 159 full-time teachers. It has 10 teaching departments such as the Department of Investigation, the Department of Public Security Management, the Department of Criminal Technology, the Department of Police Tactical Training, the Department of Law, the Department of Traffic Management, the Department of Public Security Informatization and Network Security, the Teaching and Research Department of Political Theory, the Teaching and Research Department of Police Psychology, and the Basic Teaching and Research Department. It offers 6 public security majors including criminal investigation, public security management, criminal science and technology, road traffic management, police command and tactics, and network security and law enforcement.

经教育部批准，2017年，学院恢复学历教育招生，截至2024年，完成2385人学历教育工作。2021年以来，开展各类别民警训练86期，培训学员54443人次。继续教育培训5136人次，被主办院校多次授予先进校外教学点荣誉称号，荣获2019-2023年全省政法先进集体称号。学院开展文明创建，突出党建引领，聚焦思想道德、领导班子、师德师风、校园文化、优美环境、阵地管理等六项建设，以综合评分第11名、高职院校第一名的成绩，被确定为第二十届省级文明校园标兵学校，学院团委荣获全省五四红旗团委称号；教师队伍涌现出全省师德先进个人、全省高校教学名师、全省公安机关教育训练工作成绩突出集体和个人，多名教师获得全国公安教育工作成绩突出个人、全国公安高等教育教学名师、全国公安系统优秀教师等荣誉称号。

Approved by the Ministry of Education, the college resumed academic education enrollment in 2017. By 2024, it had completed academic education for 2,385 people. Since 2021, it has carried out 86 sessions of training for various types of police officers, training 54,443 students. It has conducted 5,136 person-times of continuing education and training, and has been awarded the honorary title of Advanced Off-Campus Teaching Point by the host colleges for many times, and won the title of Advanced Collective in Politics and Law of the Province from 2019 to 2023. The college carries out civilized construction, highlights the leadership of the Party building, focuses on six constructions including ideological and moral, leading group, teacher's ethics, campus culture, beautiful environment, and position management. With the 11th comprehensive score and the first among higher vocational colleges, it was identified as the 20th provincial civilized campus model school. The college's Youth League Committee won the title of Provincial May Fourth Red Flag Youth League Committee. The teaching staff has emerged with advanced individuals in teacher's ethics in the province, famous teachers in colleges and universities in the province, outstanding collectives and individuals in education and training work of public security organs in the province, and many teachers have won honorary titles such as National Outstanding Individuals in Public Security Education Work, National Famous Teachers in Public Security Higher Education, and National Excellent Teachers in Public Security System.
